Ian C.B. Spear is an associate in the Washington, DC, office of BuckleySandler LLP. Mr. Spear advises financial services providers on a variety of regulatory, licensing, compliance, and transactional matters. Mr. Spear’s practice focuses on advising financial services institutions and technology companies on structuring electronic and mobile products, platforms, and systems in compliance with the Electronic Signatures in Global and National Commerce Act (ESIGN), the Uniform Electronic Transactions Act (UETA), and other state and federal laws governing electronic financial services, privacy and data security, and electronic record management. He further advises clients on matters involving electronic, mobile, and virtual payment methods, money transmission, and anti-money laundering matters.
Mr. Spear received his J.D. from American University (cum laude) in 2011 where he was the managing editor of the American University Law Review. During law school, he clerked for the Board of Governors of the Federal Reserve System's Regulations Branch within the Division of Consumer and Community Affairs. Mr. Spear received his B.A. from the University of Michigan (cum laude) in 2008.
