Biography

Kathleen “Kitty” Ryan, former Deputy Assistant Director for the Office of Regulations at the Consumer Financial Protection Bureau (CFPB), combines public sector and in-house experience to offer unique insights for companies navigating in a heightened regulatory environment. As Counsel in the Los Angeles office of Buckley Sandler LLP, Ms. Ryan advises financial services clients regarding a wide range of regulatory and compliance matters, particularly those involving mortgage regulation and fair lending.

Specific efforts include:

  • Working with major financial institutions and vendors to assess readiness for the new Home Mortgage Disclosure Act (HMDA) rules effective on January 1, 2018
     
  • Advising creditors and service providers regarding fair lending risks in installment and home mortgage lending
     
  • Providing guidance on compliance with Equal Credit Opportunity Act (ECOA) and Truth in Lending Act (TILA) requirements to a wide variety of creditors

During her time at the CFPB, Ms. Ryan’s areas of responsibility included the completion of two of the Bureau’s largest mortgage rules: the TILA-RESPA Integrated Disclosure or Know Before You Owe rule, and the HMDA amendments. She was also responsible for helping to build out the Bureau’s regulatory implementation efforts, which are aimed at assisting the industry in understanding and complying with new regulations. In addition, Ms. Ryan supervised the CFPB’s ongoing rulemaking regarding debt collection and advised on the CFPB’s fair lending enforcement efforts and its Business Data Lending Rule.

Prior to joining the CFPB, Ms. Ryan was a Senior Regulatory Counsel at JPMorgan Chase where she advised multiple lines of business—including mortgages, credit cards, auto loans, student loans, and deposit products—regarding compliance with consumer financial protection statutes, fair lending, and the prohibition on unfair, deceptive, or abusive acts or practices (UDAAPs).

Prior to joining the bank, Ms. Ryan spent more than a decade in the Division of Consumer and Community Affairs, Regulations Section, on the Board of Governors of the Federal Reserve Board (FRB), where she was the lead attorney for mortgage-related issues, advised on fair lending matters, and participated in rulemakings under the Equal Credit Opportunity Act (ECOA), Home Mortgage Disclosure Act (HMDA), the Truth in Lending Act (TILA), and the Community Reinvestment Act (CRA). Before joining the FRB, she served as an attorney in the Civil Rights Division at the Department of Justice (DOJ) and in the Office of General Counsel at the Department of Education.

Ms. Ryan received her J.D. from American University (summa cum laude) and her B.A. (cum laude) from California State University.
